About this opportunity
The Indian Health Service (IHS) Albuquerque Area Office is seeking Secured Document Destruction Services for the Santa Fe Indian Health Center and three outlying clinics in New Mexico. The solicitation (No. 75H70725Q00100) is a Request for Quote (RFQ) for comprehensive document destruction services, requiring secure collection and cross-cut shredding of sensitive and non-sensitive paper materials. Potential contractors must be registered in the System for Award Management (SAM) with an active Unique Entity Identifier (UEI). The evaluation will be conducted on a best value basis, with technical approach, key personnel qualifications, and past performance weighted more heavily than price. All proposal submissions are due by May 27, 2025, at 12:30 PM MDT, with technical and acquisition questions to be submitted via email prior to the solicitation closing.
The procurement is structured as a cascading set-aside under the Buy Indian Act, with the first tier prioritizing Indian Small Business Economic Enterprises (ISBEE) and the second tier open to all small business concerns. The current incumbent is Adelante Development Center, Inc., whose contract expires on May 31, 2025. The contract will be a Firm-Fixed-Price Purchase Order with a base period of 12 months and four one-year option periods, potentially spanning from 2025 to 2030. Services will include bi-weekly document collection and destruction for most facilities, with monthly services for the Santa Clara Health Center, involving approximately 30 document bins. The place of performance covers multiple locations in New Mexico, including Santa Fe, San Felipe, Cochiti Pueblo, and Espanola, with the North American Industry Classification System (NAICS) code 561990 and a small business size standard of $16.5 million.
