About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 20, seeks removal and replacement of patient ceiling lift systems at the Seattle VA Medical Center, with proposals due July 16, 2026. This is an unrestricted, firm-fixed-price RFQ with no set-aside. Amendment #1, effective June 26, updated the Statement of Work and addresses industry questions.

Place of performance is Seattle, Washington (1660 S Columbian Way, Building 100). The contractor must remove 135 end-of-life overhead patient lifts and install 9 new lifts across high-risk clinical areas including the Emergency Department, Spinal Cord Injury unit, Community Living Center, oncology, diagnostic imaging, and inpatient surgery and medical telemetry units. All systems must be Guldmann GH3+ or brand name or equal, with minimum 825-pound weight capacity, minimum 1.5 inches per second lifting speed, wired hand controls with LCD screens displaying patient weight, internal scales, seamless rail transitions via automatic non-motorized gates, continuous AC charging capability (4-hour maximum on rail, 6-hour maximum on hand control), minimum 10-year lifespan, UL certification, ISO 10535 compliance, and emergency stop devices. Equipment must be new, not refurbished or gray market. Delivery is FOB Destination within 180 days of order receipt.

The contractor must provide design, procurement, delivery, project management, and full installation services with third-party structural engineer verification of designs and manufacturer safety certification post-installation. Phased installation is required: 1–4 rooms concurrently while maintaining active inpatient operations, weekdays 8:00 AM to 4:00 PM only. Installation personnel must be certified, uniformly dressed, insured, and possess OSHA 10-hour construction safety training cards. The contractor must comply with ICRA 2.0 protocols, NFPA fire and electrical codes, OSHA requirements, and facility badging policies. A minimum three-year warranty covers parts, materials, labor, and travel costs for replacements beginning on product acceptance. All deficiencies and punch-list items must be completed within ten business days (thirty days for fabricated items). The NAICS code is 339113 (small business size standard 800 employees). Evaluation prioritizes manufacturer authorization, technical compliance, total contract line item value, and past performance. An on-site visit was scheduled for June 23 at 10:00 AM PST; questions closed June 25.
