About this opportunity
The United States Marine Corps seeks intermediate and depot-level repair and system alterations for Navy tactical and organic assets at Marine Corps Support Facility Blount Island, Jacksonville, Florida, with proposals due September 4 and questions due September 21. The procurement is a total small business set-aside, restricted to Women-Owned Small Business contractors.
Place of performance is Jacksonville, Florida, with the contractor's primary facility required to be within 50 miles of MCSF-BI. Work encompasses maintenance, repair, overhaul, and logistics support for the Improved Navy Lighterage System, Landing Craft-Mechanized, Maritime Prepositioning Force Utility Boat, Lighter Amphibious Resupply Cargo, Amphibious Bulk Liquid Transfer System, and associated organic equipment including cranes, hoists, and material handling equipment. Technical scope includes steel fabrication, welding, mechanical and machining services, ship fitting, hydraulics, electrical and electronic work, surface conditioning, coating systems, equipment transport, and surge capacity for emergent corrective maintenance.
The contract vehicle is a Firm Fixed Price IDIQ with a three-year base term (three one-year ordering periods from September 11, 2026 through September 10, 2029) plus a six-month extension option. The minimum order is $1,000,000 and the maximum is $8,000,000 per task order, with a government ceiling of $24,000,000 over the entire contract period. Work is performed using Task Orders and Job Orders under DFARS 252.217-7028 Over and Above Work procedures.
Contractors must provide all labor, materials, equipment, and transportation; maintain a written security plan; comply with OSHA and VPP standards; submit three-year TCIR and DART safety rates; and perform background checks on all on-site employees. Proposals consist of three volumes: Technical (30 pages maximum), Past Performance (20 pages maximum), and Cost/Price (unlimited). Past performance must demonstrate relevant experience from the last five years with similar complexity and scope. Evaluation weighs technical methodology and past performance as more important than cost. An amendment issued September 1 corrected cost proposal format references and clarified labor rate buildups by skill set. The NAICS code is 811310; PSC is J019.
