The original procurement sought full-service elevator maintenance for the FAA's Seattle District on a firm-fixed-price basis, with a base period from December 1, 2025 through September 30, 2026 and four one-year option periods extending through September 30, 2030. Place of performance was Seattle, Washington, covering multiple FAA facilities across Washington State including air traffic control towers, air route traffic control centers, and TRACON facilities.

The contract required 24/7 availability with a 2-hour response time to all service calls and a 1-hour response for entrapment conditions, regardless of time of day and with no additional cost to the government. Maintenance covered 10 elevators of various types (traction, hydraulic, and stairlifts) with capacities ranging from 1,200 to 30,000 pounds. Services included comprehensive inspections, repairs, testing, preventive maintenance at specified intervals, unlimited service calls, and detailed maintenance logging in accordance with ASME safety codes. The contract was usage-based, with parts under $250 included in base service and larger parts requiring pre-approval. Routine repairs were to be completed within 24 hours.

Contractors were required to be registered in SAM, provide specified insurance coverage, comply with cybersecurity protocols, and submit required certifications. The original submission deadline was October 31, 2025 at 12 PM CT. Wage determination No. 1985-1233 applied, specifying $67.61 per hour for Elevator Repairer workers plus comprehensive benefits. The NAICS code was 561210, Facilities Support Services, and the PSC was Z1BA, Maintenance Of Air Traffic Control Towers.
