About this file

This document is a Statement of Work (SOW) for full-service elevator maintenance for the Federal Aviation Administration (FAA) in the Seattle District. The contract covers elevator maintenance at six different FAA facilities across Washington State, including Air Traffic Control Centers (ATCT), Air Route Traffic Control Centers (ARTCC), and other FAA locations. The maintenance services include comprehensive elevator inspections, repairs, testing, and upkeep for a total of 10 elevators of various types (traction, hydraulic, and stairlift) with capacities ranging from 1,200 to 30,000 pounds.

Key requirements include performing maintenance in accordance with ASME safety codes, providing 24-hour emergency callback service, unlimited service calls, and maintaining detailed logs of all maintenance activities. The contractor must respond to service calls within 2 hours (1 hour for entrapments), complete repairs within 24 hours, and perform routine preventive maintenance at specified intervals. The contract is usage-based, with fees assessed according to services rendered, and includes provisions for small and large replacement parts, with parts under $250 included in the base service and larger parts requiring pre-approval. The maintenance must ensure safe, reliable elevator operation and meet specific performance standards, with consistent failure to meet requirements potentially resulting in contract cancellation.

The Government reserves the right to make any test or inspection it deems necessary to make sure that all performance requirements are being maintained. The Contractor must complete any repairs or deficiencies specified in the inspection report within 30 calendar days. Deficiencies not corrected within the given timeframe may result in withholding of payment. When all listed deficiencies have been corrected, the Contractor will sign and date the inspection report and return it to the CO. At its discretion, the Government may then re-inspect the work.

B. Safety Deficiencies. If any condition is disclosed which constitutes a safety hazard to either elevator passengers or equipment, that unit must be removed from service immediately. After corrections have been made, verified safe and reported to the onsite personnel, the subject unit must be placed back in service. A copy of the report must be provided to the COR.

C. Annual, & Five-Year Tests.

1. Testing. The Contractor shall test all safety devices, governors, and other equipment at regular intervals, as required by ASME A17.1-10, Safety Code for Elevators and Escalators and A17.2-2010, Guide for Inspection of Elevators, Escalators, and Moving Walks; and ASME A18.1-2008, Safety Standard for Platform lifts and Stairway Chairlifts. E. Any scheduled work that removes an elevator from service (fireman's service test, dispatching work, etc.) must be coordinated with the COR prior to removing the elevator from service. The Contractor must notify the COR or designated facility representative to coordinate after-hours access to the building.

F. In accordance with manufacturer’s guidelines, regular maintenance services are mandatory for each elevator. These services may include annual, semi-annual, monthly, or quarterly maintenance.

G. As per our payment terms, payment will only be issued upon confirmation that all required maintenance services have been performed in accordance with the manufacture’s recommendations. Failure to perform these services may result in non-payment.

C. Safety Equipment. The Contractor shall provide all necessary safety equipment and ensure that equipment and all relevant safety procedures are applicable for the job being performed and are utilized properly.

11. FACILITY MAINTENANCE MORATORIUMS

The FAA has established moratorium dates for construction activity at critical Air Traffic Control facilities. The intent is to minimize impact on the ability of FAA to perform its operational activities during peak air travel dates. Moratorium dates are typically scheduled over the Thanksgiving Holiday and the Christmas/New Year Holiday. The Contractor shall be aware of these dates and request specific information yearly if he/she anticipates scheduling work on or around the moratorium periods.

All activity during moratorium periods must be approved in advance by the FAA.

Submit items of work to be performed during moratorium dates no later than forty- five

(45) days prior to the moratorium dates. Activities that have, in the sole opinion of the FAA, potential to negatively impact FAA operations will not be approved. A written waiver will be provided by FAA to the Contractor outlining the allowable work items.

No additional time or cost will be allowed for such denial.

12. AIRPORT OPERATIONS

RESTRICTIONS TO ACCESS - Access to work areas may be restricted from time to time by necessity of airport operations. Contractor acknowledges that it has taken into account and provided in its planning, scheduling and pricing for disruptions including but not limited to, restricted access to portions of the site that will not be immediately available, delivery time limitations, and moratorium dates.

13. SPECIAL CONDITIONS

Drawings shall be updated and properly noted with “as built” conditions with any changes or modifications to circuits resulting from control modifications, parts replacement, or equipment upgrades made by contractor during agreement term. The government shall be allowed to reproduce these “as built” drawings and retain sole possession of these drawings in event agreement is cancelled. If agreement is cancelled, the government will withhold final payment due contractor until all as built/as modified set(s) of wiring diagrams are delivered to them.

D. Equipment manufacturer’s electronic diagnostic devices required to facilitate services, including fixed and handheld devices, shall be maintained by contractor during the term of this agreement.

E. Inspection fees in regard to operation of equipment covered by this agreement will be paid by the FAA under a separate contract agreement between the FAA and the inspector. Fees for re-inspection due to contractor’s failure to expeditiously eliminate deficiencies covered by services shall be paid by contractor.

14. EQUIPMENT PERFORMANCE REQUIREMENTS
