About this opportunity

The Department of the Navy Naval Sea Systems Command is seeking to procure complete installation and replacement services for a fan cyclone motor (Security Engineered Machinery Model 1436) at Norfolk Naval Shipyard in Portsmouth, Virginia. This pre-solicitation notice, posted December 19, 2025 with a response deadline of December 23, 2025, constitutes a sources sought announcement for information and planning purposes only and will not result in immediate contract award. The procurement will utilize FAR Part 13 Simplified Acquisitions procedures and requires the selected contractor to perform on-site installation of a new motor while adhering to strict safety protocols including lock-out/tag-out procedures, wearing safety harnesses when appropriate, and complying with security requirements such as obtaining a Defense Biometric Identification System card. The scope of work spans two days on-site and includes unpacking the new motor, inspecting materials, removing the existing motor, installing the replacement, and testing to ensure proper operation. The applicable North American Industry Classification System code is 811310 with a size standard of 12.5 million, and vendors must be registered in the System for Award Management database prior to award and throughout contract performance.

This procurement carries a sole-source designation exclusively to Security Engineered Machinery Co. Inc., and no other bids will be accepted. The contract will be structured as a Firm Fixed-Price award, though no specific contract value is disclosed in this sources sought announcement. The urgency of this requirement stems from a critical operational shutdown in the Shipyard Destruction Center's disintegrator process caused by a blower motor failure; the shredding system has been inoperable for 76 days as of the memorandum date, creating significant fire and life safety risks due to accumulated burn bags and insufficient office shredder capacity. The period of performance commences upon contract award, with the Navy providing a security specialist for oversight and site access management. No set-aside designations apply to this procurement, and the desired delivery is as soon as possible following contract execution.
