About this opportunity

The U.S. Geological Survey Office of Acquisitions and Grants seeks Science and Technical Support Services (STSSC) across multiple USGS facilities in the Mid-Continent Region, with proposals due July 27, 2026. The procurement is a 100% competitive 8(a) set-aside restricted to women-owned small businesses, with NAICS code 541990 and a $19.5 million size standard. Amendment 0002, effective July 21, issued final Questions and Answers; the Government will not accept additional questions.

This is an indefinite-delivery indefinite-quantity (IDIQ) contract spanning five base years (December 1, 2026 through November 30, 2031) with an optional six-month extension. Work is performed on-site at designated USGS facilities including the Central Midwest Water Science Center (DeKalb and Urbana, Illinois), Dakota Water Science Center (Bismarck, Grand Forks, Rapid City, and Huron), National Water Quality Laboratory (Denver/Boulder, Colorado), and Earth System Processes Division locations. Business hours are Monday–Friday, 6:00 a.m. to 7:30 p.m. for Mid-Continent locations and 7:00 a.m. to 5:00 p.m. for other regions, with limited off-site work requiring prior written approval.

Services span administrative support, program management, research and science activities, data and information management, geospatial applications and modeling, technical project management, facilities and building maintenance support, data entry, LIMS support, warehouse services, physical science laboratory services, quality assurance, method validation, and instrument specialist services. Pricing uses fully burdened labor rates across Service Contract Act positions (Business Support Specialists, Biology Technicians, Hydrologic Technicians) and Professional Service positions (Computer Programmer, Scientists, Ecologists, Program Analysts, Subject Matter Experts). Estimated hours are 1,920 annually per labor category (960 for the six-month extension), with rates evaluated at reasonableness only and not obligatory for actual utilization.

The incumbent contractors are Akima Systems Engineering LLC (Midcontinent area) and Montech Inc. (National Water Quality Laboratory). Technical proposals are limited to 30 pages with 12-point font for narratives. Travel expenses are reimbursed at actual cost with no overhead, general and administrative, or profit markup. Contractor must provide immunizations, prescription-grade safety eyewear, and personal protective equipment. The Program Manager is required as key personnel but may perform duties off-site unless specified otherwise at task-order level. Task orders will be issued at least 21 workdays prior to required start date when practicable.
