About this file

This file is a Follow-Up Questions and Answers document for Solicitation 140G0226R0003, a USGS contract for Science and Technical Support Services (STSSC) in the Mid-Continent Region. The document addresses two specific inquiries from potential offerors regarding contract administration and proposal submission requirements.

Question 91 concerns task order transition procedures at contract award. USGS clarifies that no specific task order transition is guaranteed at contract award. Existing task orders will continue through their current periods of performance, while others may transition to new awardees based on emerging needs. The Government cannot provide assurances regarding the number or timing of task order transitions, as future mission needs and funding levels for individual task orders remain undetermined. Question 92 addresses whether offerors may include historical contract values or ceilings in technical proposals. USGS permits offerors to include contract size in dollar value when demonstrating prior successes with similar contract sizes, periods of performance, and service complexity levels. However, offerors must not include any proposed costs, pricing data, or dollar amounts in their Technical Proposals, particularly in Factor A—Project Staffing, which should focus on approach, capability, and experience to assemble project staffing and transition activities.

The Government does not guarantee that any specific task order will transition at contract award. Some existing task orders will continue through their current periods of performance, while others may be transitioned to new awardees as needs arise. Additionally, the

Government does not yet know what future mission needs or funding levels will be for individual task orders. Therefore, the

Government cannot provide assurances regarding the number of task orders that may require transition.

92. Section L states that the Technical

Proposal must not include “any dollar amounts or cost information.” May offerors include historical contract values or contract ceilings solely for the purpose of describing size and scope of prior relevant organizational experience, provided no proposed pricing or cost information is

The Government’s intent is to ensure that offerors do not include any proposed costs, pricing data, or dollar amounts within their

Technical Proposals. For example, in Factor A –

Project Staffing, the Government requested to provide information which demonstrates your approach, capability, and experience to assemble project staffing, including transition, experience/demonstrated successes with similar
