About this opportunity
The Department of the Air Force Space Command has issued a Special Notice (Reference: FA255023R0002) for the Schriever SFB Full Food Service Acquisition. This notice pertains to a food service contract at Schriever Space Force Base and involves a unique procurement approach. The opportunity is categorized under NAICS code 722310 for Food Service Contractors and PSC code S203 for Housekeeping-Food services. The contract will be acquired through a specific process outlined in the Randolph-Sheppard Act, which provides priority considerations for blind vendors in federal food service operations. The notice was posted on April 15, 2025, and does not have a standard set-aside designation.
The primary objective of this Special Notice is to acquire food service capabilities through direct negotiations with the State Licensing Agency (SLA) under specific federal guidelines. The government will evaluate the potential contract based on reasonable cost and food quality comparable to current employee service standards. Contractors should note that the negotiation will be conducted directly with the SLA, following provisions in 34 CFR 395.33 regarding cafeteria operations by blind vendors. Eligibility for the contract appears to prioritize state-licensed blind vendor agencies that can demonstrate capability to provide high-quality food service at a competitive cost. If direct negotiations do not result in a contract, standard competitive procurement procedures will be implemented. Interested vendors, particularly those representing blind vendor programs, should carefully review the full solicitation details and prepare comprehensive proposals that highlight their operational capabilities and cost-effectiveness.
