Contractor qualifications must demonstrate capability to handle hazardous materials, comply with OSHA standards and confined space entry regulations, and manage all transport and disposal of chemical containers using secondary containment. The pre-solicitation notice was posted on January 22, 2026, with a sources sought deadline of January 29, 2026; interested contractors should contact the Point of Contact to express interest and capability for this requirement.
This procurement carries no set-aside designation and represents a five-year contract period running from March 10, 2026, through March 9, 2030, structured across five fiscal years with identical requirements in each period. The contractor must provide 150 hours annually of Chemist II labor and deliver five specific chemical products in the following annual quantities: 552 gallons of 2-Phosphono-1,2,4-Butanetricarboxylic Acid/Sodium HEDP solution, 216 gallons of Sodium Hydroxide solution, 216 gallons of Water/Acrylate Polymers/Inorganic Salts solution, 216 gallons of Sodium Bisulfite/Potassium Bisulfite/Cobalt Sulfate solution, and 168 gallons of Cyclohexylamine/Diethylethanolamine/Morpholine solution. Pricing proposals must include base hourly rates for labor, unit prices per gallon for chemicals, Not-to-Exceed markup rates, and fully burdened hourly labor rates for each of the five fiscal year periods, with period totals and a grand total across all five years required for evaluation. Work access is restricted to 0630-1600 hours Monday through Friday, excluding Federal holidays, with all chemical drums required to be delivered and removed the same day as the work is performed.
