Additionally, the contractor must be prepared to provide emergency transportation services within 30 minutes for up to 330 children aged 6 months to 18 years and 85 staff members to locations within a 15-mile radius of the installation. The original solicitation deadline has been extended to June 16, 2025, at 4:00 PM following Amendment 0001.

This procurement is designated as a 100% total small business set-aside, with Johannes Bus Services, Inc. identified as the current incumbent contractor. The contract structure includes a base year from August 1, 2025, to July 31, 2026, followed by four one-year option periods extending through July 31, 2030, with pricing to be submitted using the attached price matrix for both bus routes. The transportation services will accommodate approximately 60-65 students during regular operations, with fluctuating ridership throughout the school year, and will service Ben Franklin Elementary, Wilson Junior High, and Moline Senior High School. All services will be performed in Rock Island, Illinois, with buses operating Monday through Friday between 6:00 AM and 5:30 PM to accommodate various school schedules including late starts, early dismissals, and makeup days due to inclement weather. Contractors are prohibited from parking or storing buses on Rock Island Arsenal or school properties and must coordinate specific route details with the Contracting Officer Representative.
