About this opportunity

The Department of State Office of Acquisition Management is soliciting proposals for daily routine school bus transportation services for dependents of U.S. Government employees attending Copenhagen International School in Copenhagen, Denmark, with offers due July 16, 2026. The procurement is unrestricted with no set-asides and will be awarded as an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract financed through Firm-Fixed-Price Task Orders.

Place of performance is Copenhagen, Denmark. The contract covers Monday through Friday school transportation during the academic calendar (2026–2027 base year plus four one-year option periods through 2030–2031), with an estimated 24–40 passengers per day and a maximum one-way ride duration of 45 minutes. The minimum guarantee across the entire performance period is 70,000 Danish Kroner, with all pricing submitted in DKK including 25% VAT. All costs—labor, equipment, fuel, vehicle maintenance, insurance (including Defense Base Act coverage for U.S. citizens and certain third-country nationals), licenses, and permits—must be included with no adjustments for currency fluctuations or cost escalations.

Contractors must employ operators holding current Danish driving licenses with a minimum of two years driving experience, no major accidents exceeding 100,000 DKK in damages, comprehensive knowledge of Greater Copenhagen traffic patterns, and English proficiency. All vehicles must be no older than ten years, meet local and host country safety standards, and include permanent seats with lap belts, emergency exits, first aid kits, fire extinguishers, and communication devices. The Performance Work Statement mandates replacement of inoperable vehicles within 60 minutes or the Government may secure replacements at the Contractor's expense. Operators and monitors must wear identification badges, undergo annual physical examinations if permitted by local law, be tested periodically for drugs and alcohol, and complete first aid training.

Section H.1 prohibits all subcontracting; all services must be performed directly by the contractor. Only the contractor's own experience and past performance will be evaluated; partner experience cannot be considered. Offerors must demonstrate Danish VAT and CVR registration or provide a credible plan and timeline for obtaining these registrations before performance begins.

The NAICS code is 485410, School and Employee Bus Transportation; PSC V212, Motor Passenger Transportation. Award will be made to the responsible offeror offering the lowest price for a technically acceptable proposal. Amendment 0001 issued July 10 added questions and answers clarification. A virtual pre-bid conference was held July 7; questions were due July 9.
