About this file
This is a Performance Work Statement (PWS) for RFQ 19GE5026Q0092 regarding daily student transportation services for American diplomats' children attending Copenhagen International School in Denmark.
The Contractor must provide comprehensive transportation services Monday through Friday during school days, excluding holidays and designated school closures, with an estimated 24-40 passengers per day. Services include supervision, labor, materials, fuel, and equipment. Key operational requirements include: ensuring children arrive/depart at or before scheduled times with maximum 45-minute one-way vehicle rides; providing one adult monitor per vehicle for discipline maintenance; developing COR-approved bus schedules with vehicles departing no earlier than five minutes after scheduled times; providing extended transportation for after-school activities; and operating buses during inclement weather unless schools are closed. The Contractor must immediately dispatch replacement vehicles if any vehicle fails and repair or replace inoperable vehicles within 60 minutes; failure to meet this deadline allows the Government to secure replacement services at the Contractor's expense.
The Contractor must provide sufficient vehicles no older than ten years, meeting local and host country safety standards with replacement capacity to ensure uninterrupted service. Each vehicle requires individual permanent seats with lap belts, emergency exits, first aid kits, fire extinguishers, triangle reflector kits, and all host-country-mandated safety equipment. Vehicles must be clean, fully fueled, and equipped with communication devices (cell phones or radios). The Contractor must implement daily and weekly preventive maintenance schedules following manufacturer guidelines, maintain checklists for one year, and submit vehicles for COR spot checks. Vehicle operators must possess current Danish driving licenses, demonstrate two or more years driving experience with no major accidents (exceeding 100,000 DKK in damages), show comprehensive familiarity with Greater Copenhagen traffic patterns, be proficient in English, and comply with traffic laws and safe operation standards. Operators and monitors must wear identification badges, undergo annual physical examinations if permitted by local law, be tested periodically for drugs and alcohol, refrain from smoking/eating/drinking in vehicles, receive first aid training, and cannot use cell phones while operating vehicles except for emergencies. The Contractor must designate a Project Manager fluent in English to supervise operations and serve as the Government's point of contact, guaranteeing responses to COR inquiries or change requests within one business day.

The COR will be responsible for notifying the Contractor of any changes in school operations.
(c) The Contracting Officer’s Representative (COR) has the sole authority to cancel any bus run after the decision has been announced that the schools will close. If the Contractor believes a bus should not run, the COR must be contacted for final decision.
