About this file
This document is a Questions and Answers (Q&A) clarification issued by the Regional Procurement Support Office for Solicitation Number 19GE50-26-Q-0092, dated July 10, 2026, regarding School Bus Transportation Services in Copenhagen for the United States Embassy Copenhagen, Kingdom of Denmark, under the General Services Office (GSO).
The Q&A addresses two primary areas of concern raised by potential offerors. First, regarding subcontracting and teaming arrangements: Section H.1 prohibits all subcontracting for contract services, meaning all services must be performed directly by the contractor. This prohibition applies to all forms of teaming arrangements, joint ventures, and locally established operating partners. Only the experience and past performance of the contractor itself will be evaluated under Section M.3.2(C); partner experience cannot be considered. This requirement is necessary to ensure compliance with mandatory host-country legal, licensing, tax, and VAT requirements in Denmark. Second, regarding local VAT and CVR registration requirements: Offerors without existing Danish CVR and VAT registration at the time of proposal submission may satisfy Phase 1 Mandatory Minimum Requirements by demonstrating a clear understanding of Danish VAT requirements and providing a thorough description of their plan and timeline to obtain required Danish VAT and CVR registrations before performance begins and before any invoicing occurs. Failure to obtain these registrations prior to performance and invoicing will result in non-compliance with Section G.3 requirements.

SUBJECT: Solicitation Number 19GE50-26-Q-0092 dated July 01, 2026 School Bus Transportation Services in Copenhagen for the United States Embassy Copenhagen, Kingdom of Denmark, on behalf of the General Services Office (GSO).
To Potential Offerors:
The US Government has received the following question to solicitation 19GE50-26-Q-0092 and is providing the following answers:
Note: The questions are marked with (Q), and the answers are marked with (A).
1. (Q) Topic: Technical / Contract Structure. Reference: Section H.1 (Subcontracting); Section I, DOSAR 652.242-73 (Authorization and Performance); Section L.1.2 (Volume 2, Corporate Experience); Past Performance form.
Section H.1 states that "the Contractor shall not subcontract for any services under this contract."
However, DOSAR 652.242-73(b), incorporated in Section I, expressly contemplates that "the party actually performing the work will be a subcontractor or joint venture partner," and the past performance/experience form requires the offeror to identify its role as either "Prime Contractor" or "Joint Venture Partner."
(a) Please clarify whether Section H.1 prohibits all forms of teaming, or whether an offeror may propose performance through a joint venture, teaming arrangement, or locally established operating partner, provided the offeror retains overall contract responsibility.
(b) If a joint venture or teaming arrangement is permissible, please confirm whether the experience and past performance of the joint venture partner or teaming partner will be considered in the evaluation of Corporate Experience under Section M.3.2(C).
(c) If Section H.1 is intended as an absolute prohibition, please clarify how it is to be read in conjunction with DOSAR 652.242-73(b).

Q&As (continued from page 1)
(A) Section H.1 of the solicitation states that “The Contractor shall not subcontract for any services under this contract.” This requirement means that all services must be performed directly by the Contractor in accordance with the terms of the contract.
Accordingly, the use of subcontracting for any contract services is not permitted.
Only the experience and past performance of the Contractor itself will be considered in the evaluation under Section M.3.2(C).
This requirement applies to all contractors performing under this solicitation and is necessary to ensure compliance with mandatory host-country legal, licensing, tax, and VAT requirements applicable to performance of services in Denmark.
2. (Q) Topic: Cost / Mandatory Minimum Requirements. Reference: Section M.3.1(2); Section G.3 (Invoice Submission).
Section M.3.1(2) requires the offeror to provide a local VAT registration number "(if applicable)," and Section G.3 requires invoices to include a Danish CVR number. For a U.S.-registered offeror that does not yet hold a Danish CVR/VAT registration at the time of offer submission, please confirm that a description of the offeror's plan and timeline to obtain Danish VAT registration prior to first invoicing satisfies the Phase 1 mandatory minimum requirement.
(A) Section M.3.1(2) requires the offeror to provide a local VAT registration number “if applicable” and to demonstrate a clear understanding of the local VAT requirements applicable under this contract. Section M.3.1(3) separately requires offerors to provide proof of authorization to perform in the country of performance or a thorough description of how it will be obtained.
For this procurement, Danish VAT and CVR registration will be required prior to commencement of performance and prior to submission of the first invoice, as reflected in Section G.3 (Invoice Submission).
An offeror that does not yet hold a Danish CVR and VAT registration number at the time of offer submission may satisfy the Phase 1 Mandatory Minimum Requirements by:
• Demonstrating a clear understanding of the Danish VAT requirements applicable under this contract; and

Q&As (continued from page 2)
• Providing a thorough description of its plan and timeline to obtain the required Danish VAT and CVR registrations before performance begins and before any invoicing occurs.
