About this opportunity

The North Dakota Air National Guard's 119th Wing is seeking a specialized software upgrade for their Schneider Electric Power Monitoring Expert (PME) system through a brand name only procurement. This solicitation requires an authorized Schneider Electric distributor or reseller to provide a comprehensive software upgrade that includes integration of seven additional meters not currently configured in the existing PME software, along with compatibility updates for new versions of Microsoft Windows. The procurement is structured as a firm fixed-price contract with four Contract Line-Item Numbers covering project management, in-office engineering, on-site installation and commissioning services, and a one-year Prime EcoStruxure Service Plan. Vendors will be evaluated based on price and past performance, and must be registered in the System for Award Management (SAM) while providing documentation verifying their authorized Schneider Electric reseller status. Quotes are due by 3:00 PM Central Standard Time on September 26, 2025, with no written solicitation to follow this combined synopsis and solicitation notice.

This procurement operates under NAICS code 541513 for Computer Facilities Management Services with a size standard of $37.0 million and carries no set-aside designation, making it available to all qualified vendors. The contract includes five days of on-site engineering installation and commissioning services, with a preferred delivery timeline of 60 days after receipt of order. Performance will take place at the 119th Wing facility located at 1400 32nd Ave. North, Fargo, North Dakota. The procurement is sole-sourced to Schneider Electric due to the proprietary nature of the software, as the government's justification indicates that no other viable sources were identified through market research and that procuring from another manufacturer would result in substantial duplication of costs and potential loss of existing functionality. This represents the first procurement of this specific software upgrade under Operations and Maintenance Air funding, with the 119th Mission Support Group serving as the contracting activity.
