About this opportunity

The 119th Wing of the North Dakota Air National Guard is seeking small business vendors who are authorized resellers or providers of Power Monitoring Expert (PME) software upgrade services manufactured by Schneider Electric USA, Inc. This market research initiative aims to identify qualified contractors capable of upgrading existing PME software and providing startup and integration services for seven existing meters located on-site at their Fargo, North Dakota facility at 1400 32nd Ave. North. The procurement falls under the Department of the Army National Guard and is classified under NAICS code 541513 for Computer Facilities Management Services and PSC code DA01 for IT and Telecom Business Application/Application Development Support Services. The opportunity was posted on September 17, 2025, with responses due by September 19, 2025, providing vendors with only a two-day window to submit their capabilities information. Additional details regarding specific requirements and evaluation criteria are contained in the attached sources sought document.

This opportunity is designated as a Total Small Business set-aside, limiting participation to small business concerns only. The scope of work specifically involves the integration of seven existing meters that are already installed at the facility, indicating a focused technical implementation rather than a large-scale installation project. No incumbent contractors, award values, or budget ranges are specified in the pre-solicitation notice, as this appears to be an initial market research phase to gauge vendor availability and capabilities. The timeline for services is not explicitly stated, though the urgency of the two-day response period suggests the government may be seeking to move quickly to the formal solicitation phase. The technical nature of the work requires vendors to demonstrate authorization as Schneider Electric resellers or service providers, establishing a specific qualification threshold for interested contractors.
