About this opportunity

The Naval Supply Systems Command, under the Department of the Navy, is seeking a contractor to provide preventive and corrective maintenance services for Self-Contained Breathing Apparatus (SCBA) equipment used by Fire and Emergency Services across Navy Region Southwest. The contract will be structured as a Firm Fixed Price (FFP) arrangement for preventive maintenance and a Time & Materials (T&M) arrangement for corrective maintenance, with services required to comply with NFPA, NIOSH, and manufacturer standards. Key contractor qualifications include the provision of SCOTT-qualified technicians and appropriate equipment, supplies, and tools necessary to maintain SCBA units, breathing air cylinders, RIT packs, airline hoses, face masks, and air carts at specified installations in California and Nevada. The government is currently in the pre-solicitation phase, having issued a Sources Sought notice on October 28, 2025, requesting interested contractors to submit a five-page capability statement by November 3, 2025, at 0800 PST; evaluation will focus on contractor experience, corporate capabilities, and technical qualifications to perform SCBA maintenance and annual certification requirements.

This procurement is not designated as a small business set-aside, though the government is considering such a designation and identified the current incumbent as Municipal Emergency Services, Inc. under contract N00244-23-P-0376. The contract will address maintenance of substantial equipment inventories across multiple sites, including 448 SCBA units, 1,568 breathing cylinders of varying durations, 50 SAR packs, 44 RIT packs, 22 air carts, 8,400 feet of airline hose, and 533 face masks. The contract period will span one base year from November 1, 2026, through October 31, 2027, with one optional 12-month renewal year, and the applicable NAICS code is 811310 with a small business size standard of $12,500,000. All maintenance work must be performed on-site at designated Navy fire stations, with contractors required to provide detailed reporting, flow test documentation, and maintain strict quality control procedures throughout the service period.
