About this opportunity

The Department of Energy's Office of Environmental Management intends to solicit proposals for the management and operation of the Savannah River National Laboratory under a new discrete contract. The laboratory, located in South Carolina, supports strategic goals in science, energy, nuclear security, and environmental management through research programs, technology transfer, and integrated safety management. Offerors must demonstrate experience conducting similar research, renewing laboratory capabilities, and managing complex operations. Proposals will be evaluated based on objectives and performance measures in an annual plan. The agency released draft documents and notices of intent to conduct market research, with responses due between December 2019 and May 2020 and plans to issue a final RFP in June 2020.

There is no set-aside designated for this procurement. The anticipated NAICS code is 541712, and PSC code is R425. The incumbent M&O contractor is Savannah River Nuclear Solutions, whose performance period ends in 2024. The draft RFP and market research documents did not include award values or budget ranges for the new discrete contract. The statement of work specifies management and operation of the laboratory through at least September 2029, representing a potential period of performance of 5 years.
