About this opportunity
The Department of Agriculture Forest Service is seeking a janitorial services contractor for the Harrison Experimental Forest (HEF) in Saucier, Mississippi. The solicitation requires a contractor to provide comprehensive janitorial services for four buildings totaling approximately 6,883 square feet, including cleaning, maintenance, and sanitation across administrative, technical, and laboratory spaces. Quotes will be evaluated based on price and past performance, with past performance limited to janitorial service efforts within the last three years. A mandatory site visit is scheduled for May 27, 2025, at 10:30 a.m. Central Time, with quotes due by June 2, 2025, at 11:59 p.m. Eastern Time. The previous contract (12456820P0013) was awarded to Arth LLC for $9,360 for 12 months. Services will be performed weekly during business hours (8:00 A.M. - 4:00 P.M.), with the contractor required to maintain a business office within 100 miles of the work site and provide $20,000 in liability insurance. The contractor must provide all personnel, equipment, labor, supervision, transportation, supplies, and materials necessary to perform janitorial services. Payment will be made monthly via the Invoice Processing Platform, with the place of performance located at 2332 Success Rd, Saucier, MS 39574, covering the Southern Institute of Forest Genetics site.

This amendment is to incoporate Questions and Answers received through May 29, 2025 and extend the due date to June 6, 2025. An updated SOW will follow.
This procurement requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. The products should first be acquired from the USDA designated products categories.
Janitorial services as defined in the Statement of Work (SOW) at the frequencies and standards identified in the SOW and Schedule of Items. The contractor shall perform in accordance with the standards defined in this contract. The contractor shall provide all personnel, equipment, labor, supervision, transportation, supplies, and materials (including safety), and all other incidentals necessary to provide janitorial and related services as described herein. The contract will be awarded for one base year with four option years.
System updates may lag policy updates. The System for Award Management (SAM) may continue to require entities to complete representations based on provisions that are not included in agency solicitations. Examples include 52.222-25, Affirmative Action Compliance, and paragraph (d) of 52.212-3, Offeror Representations and Certifications—Commercial Products and Commercial Services. Contracting officers will not consider these representations when making award decisions or enforce requirements. Entities are not required to, nor are they able to, update their entity registration to remove these representations in SAM.

Site Visit: A formal site visit will be held on May 27, 2025, at 10:30 a.m. Central Time. The site visit will be held at Harrison Experimental Forest (HEF), 2332 Success Rd, Saucier, MS 39574.
