About this opportunity
PROCUREMENT CANCELLED. The Department of the Navy Naval Supply Systems Command cancelled solicitation N0018926RL020 for SATCOM support services on June 16, 2026, the original proposal deadline date. The cancellation is effective immediately; the Government's requirement for the services has been eliminated and no proposals will be accepted.
The solicitation, issued under SeaPort NxG MAC and reserved exclusively for Women-Owned Small Businesses (WOSB), sought contractor personnel to assist NAVIFOR N8 in identifying Resilient Command, Control, and Communications (RC3) requirements and capability gaps, including radio frequency (RF) and satellite communications (SATCOM)-related analysis, threat assessment, and solution development to counter current and future threats. Work encompasses IT Transport and Networks, Naval Computer and Telecommunications Platforms (NCTP) C5I Shore Commands Core Tactical Baseline, and Restricted Range Laboratory (RRL) requirements with DOTMLPF-P and CONOPS development support.
Performance was scheduled at Navy Cyber Forces Command Norfolk, Suffolk, Virginia, for a 12-month base period (August 1, 2026–July 31, 2027) plus four 12-month option years and one 6-month extension through January 31, 2032. The contract required a Top Secret facility clearance on day one and two full-time positions: a Senior and Staff Officer SME (Lead) and a C5I, Networks, Transport & RC3 SATCOM SME, each assigned 1,912 hours annually. Labor was to be priced as firm fixed price; travel (cost with no fee) was budgeted at $66,405 per 12-month period and $33,202.50 for the 6-month extension.
Evaluation was to weigh technical approach (performance/management and staffing approaches equally) and past performance significantly more heavily than price, with facility clearance as a pass/fail gate. Amendments 0001–0004 extended the deadline from June 9 to June 16, 2026, updated NAICS code to 541330 (Engineering Services), revised Q&A attachments, and redirected submission from PIEE to email. Amendment 0005 cancelled the entire solicitation.
