About this file

This is a Questions and Answers document for RFP N0018926RL020, a SATCOM (Satellite Communications) solicitation issued by the Navy.

The Q&A addresses 16 substantive questions from offerors regarding proposal submission, contract requirements, and solicitation clarifications. Key modifications outlined include: CLINs 5001 and 5002 quantities adjusted to 6 months instead of 12 months to align with the performance period of August 1, 2031 through January 31, 2032 (Amendment 0002); Factor III (Past Performance) page limit confirmed at 12 pages; removal of the "1 Electronic Submission" restriction to permit submission of both Excel and PDF/Word documents; and clarification that a cover page (not a cover letter) is required. The Government confirmed it will utilize existing CPARS data sources for past performance evaluation and that offerors must complete Section K representations and certifications unless all information is current in SAM.gov. Regarding labor equivalencies, GS equivalents were not changed to GS15 and GS14 as requested, though minor adjustments to GS equivalent and fringe benefit amounts were made in Amendment 0002. The DD Form 254 facility clearance safeguarding level was revised in Amendment 0002. A critical administrative change (Amendment 0003) redirected proposal submission from the PIEE portal to email submission to three named Navy points of contact, with the deadline extended to June 16, 2026 at 12 PM EST. Questions regarding joint venture eligibility and facility clearance requirements for WOSB-reserved orders were directed to FAR references and the Small Business Administration for guidance.

Section L, Volume I: Non-Price

Proposal, Factor III - Past

Performance. Will the Government consider adding a requirement to the

Past Performance, which removes the requirement of completing the Past

Performance Report Form only if the

Offeror has a CPARS for Past

Performance Reference which the

Offeror would be required to include the CPARS within Factor III? We have found that our Customers are not willing to complete any PPQs if there is an existing CPARS for the contract.

No. In order to evaluate Past Performance, the Government may also utilize existing data sources, including CPARS.

Section L, Volume II:

Price Proposal, d).

Section L, Volume II: Price Proposal, d). Can the Government confirm that the Offeror does not need to complete

Section K nor complete FAR 52.204-

24, FAR 52.204-26, DFARS

252.204-7016, and DFARS 252.204-

7017 under Item d), IF the Offeror states in Volume II that the Offerors

SAM records and SAM

See Amendment 0002, pg. 38 of 48. Unless completed in SAM, RFP

Vendors – must be completed by the offeror. This includes the certification requirements of DFARS 252.204-7017.

01/31/2032?

Could the Government confirm the page limit for Factor III (Past

Performance)?

Page 34 shows a 12-page limit, while page 37 states 15 pages.

Factor III page limit is 12 pages. See Amendment 0002.

35, 37-

Section L Proposal

Page Limitations and

Factor IV

Volume II is limited to 1 Electronic

Submission in the table. However, on pages 37 through 39, the instructions ask for a Microsoft Excel file and also for information that would typically be submitted in a Word

PWS

3-7

Sections 2.2-2.3 Several PWS tasks in Sections 2.2 and 2.3 overlap significantly (e.g., 2.2.23-2.2.28 mirror 2.3.25-2.3.30 regarding NCTP C5I Shore Baseline and IT Transport & Networks). Are both personnel expected to perform these overlapping tasks concurrently, or does the Government envision a division of responsibility between the two positions for shared task areas?

The Government envisions a division of responsibility between the two positions for shared task areas.

RFP 21

& PWS

RFP Section H, 52.222-42 & PWS

Sections 3.1-3.2

In 52.222-42 of the solicitation, Statement of Equivalent Rates for

Federal Hires, there are two equivalent GS labor categories provided. These GS labor equivalent categories, GS09 and GS04 seem much too junior for the labor categories and seniority level required in the Attachment VIII, PWS, Sections 3.1 and 3.2. Would the Government reevaluate 52.222-42 and update the GS equivalent positions to GS15 and GS14?

No, the GS equivalents are not changed to GS15 and GS14. As indicated in Amendment 002, The Statement of Equivalent Rates is for Information Only: It is not a Wage Determination. However, it should be noted that minor changes have now been made to GS equivalent and fringe benefit within the table. See Amendment 0002.
