About this opportunity
The Department of the Air Force Air Combat Command seeks building maintenance and operations services for the SATCOM Campus (Building 1500) at Offutt Air Force Base, Nebraska, through RFQ FA4600-26-Q-0101, with offers due September 23, 2026, at 9:00 AM CDT. This procurement is a total small business set-aside under NAICS 561210, Facilities Support Services.
Place of performance is Offutt Air Force Base, Nebraska (68113). The contractor must provide all management, labor, materials, equipment, and supervision for cost-effective operations, maintenance, and repair of real property, real property installed equipment, and associated systems, including electrical, mechanical, plumbing, fire protection, fuel storage, generators, and HEMP (High-altitude Electromagnetic Pulse) shielding systems. The contractor shall maintain Tier 1 critical systems (primary HVAC units, backup generators, and HEMP systems) at 99.9% uptime availability and achieve 98% monthly preventive maintenance completion, 99% on-site emergency response, and a first-time-fix rate of 95% or higher. All contractor personnel must hold a minimum Secret clearance within 180 days of hire, with Top Secret clearances required for unescorted access to TS/SCI areas. Work exceeding 50 labor hours or $2,000 in materials requires separate work order proposals. The base period runs December 19, 2026, through October 18, 2027 (10 months), with five optional periods extending through April 2032. Pricing is Firm Fixed Price across multiple CLINs for preventive maintenance, sustainment, work task materials and labor, and mobilization. Work Task materials are pre-priced at $45,000 and labor at $105,000 for the base year. Evaluation favors total evaluated price and technical acceptability, with award to the lowest-priced technically acceptable offer; the government intends to award without discussions. The solicitation is subject to Service Contract Labor Standards with Wage Determination WD #2015-5005, Revision 28. A mandatory site visit occurred August 31, 2026; questions were due September 3. Amendments extended the deadline from September 9 through September 23, 2026, added security clearance requirements, and introduced a crisis continuity plan requirement per DFARS 252.237-7024.
