About this opportunity

The Department of the Air Force Air Mobility Command, specifically the 319th Contracting Squadron at Grand Forks Air Force Base in North Dakota, is conducting market research to identify potential contractors for Sanding and Painting Booth preventative maintenance services for the Aircraft Structural Maintenance section. The Sources Sought notice seeks qualified firms to provide comprehensive maintenance including management, tools, supplies, equipment, and labor for maintaining critical systems such as paint booths, sanding booths, blasting media cabinets, and compressed air systems. Interested parties are required to submit a five-page capabilities package by May 13, 2025, at 4:00 PM CST, which must include three past references, contact information, and potential subcontracting details. Contractor personnel must be certified by federal and state regulatory agencies and pass background investigations. All questions and responses must be emailed to SSgt Jacob Wood and TSgt Angelo Mykael Cabuang, with no telephone inquiries accepted.

The procurement is currently not set aside for any specific business size, though the government may consider small business set-aside options. The contract will have a base period of twelve months with four additional twelve-month option periods, classified under NAICS code 488190 for Other Support Activities for Air Transportation. The government has allocated a $10,000 fund for consumable parts and requires quarterly breathing air testing as part of the maintenance contract. Work will be performed during standard business hours (0700-1500, Monday-Friday), excluding federal holidays, with the government providing basic essentials like telephone access, potable water, restroom facilities, and necessary man lifts. Performance standards are strict, allowing no more than three deficiencies per month and one major discrepancy per scheduled visit, with the potential for a single award to the most qualified contractor.
