About this opportunity
Immigration and Customs Enforcement seeks rental of a tactical training facility in San Antonio, Texas, for a base period of 120 days and one option year of 120 days, with quotes due September 24, 2026, and questions due September 15, 2026. This is a firm-fixed-price acquisition under FAR Part 12 for commercial services with no set-aside.
Place of performance is San Antonio, Texas. The facility must be located within San Antonio city limits and provide scheduled access with exclusive use on designated training days (anticipated 30–40 training days per 120-day period), available Monday through Friday, 0800–1600. The facility must accommodate 25 or more officers and include industry-standard safety mats suitable for 20 or more officers, appropriate overhead clearance consistent with commercial martial arts facilities, clean and sanitary restroom facilities with potable water, parking for 25 or more vehicles, and sanitation protocols. Firearms ranges, shoot houses, dedicated classroom space, tactical driving courses, and specialized infrastructure are not mandatory. The facility may be obtained through lease, subcontract, facility-use agreement, or teaming arrangement with an existing tactical training facility, including government-operated law-enforcement facilities. The facility may be shared with other law-enforcement agencies during non-ICE training periods.
Vendors must be registered in SAM and submit firm-fixed daily rates broken down by day for each performance period. Quotes are due in two volumes: a technical volume limited to ten pages demonstrating capability to meet Statement of Work requirements, and a price volume using the provided template with proof of insurance. Award will be made to the lowest-priced technically acceptable quote without discussion. Quotes must remain valid for 30 days after solicitation close. Contracting Officer Brittany Tobias (Brittany.Tobias@ice.dhs.gov, 202-878-1666) and Contract Specialist Briana Jones (Briana.Jones@ice.dhs.gov, 202-494-6308) are the primary points of contact. NAICS code is 713990 (All Other Amusement and Recreation Industries).
