About this file

This is a Questions and Answers document for solicitation 70CDCR26Q00000010, a new Immigration and Customs Enforcement (ICE) requirement for a San Antonio tactical training facility. The Q&A clarifies key facility specifications and operational requirements to assist prospective offerors in preparing quotations.

The facility must be located within San Antonio city limits and can be obtained through lease, subcontract, facility-use agreement, or teaming arrangement with an existing tactical training facility, including government-operated law-enforcement facilities. ICE requires scheduled access with exclusive use on designated training days rather than continuous access, with anticipated utilization of 30-40 training days within each 120-day performance period. Facility hours must be available Monday through Friday, 0800-1600. Notably, firearms ranges, shoot houses, dedicated classroom space, tactical driving courses, and specialized infrastructure are not mandatory requirements. The facility may be shared with other law-enforcement agencies during non-ICE training periods. Offerors should provide firm-fixed daily facility-use rates for each performance period, with the option to include or separately charge for ancillary services. Additional insurance coverage, facility security documentation, and personnel background requirements must be referenced in the solicitation and included with quotations.
