About this opportunity

The U.S. Army Engineer Research and Development Center (ERDC), Coastal Hydraulics Laboratory (CHL), is procuring 60 line items of Salinity Intrusion Physical Model Supplies to support critical research into salt wedge migration in the Lower Mississippi River. The supplies encompass specialized materials including acrylic panels, framing components, urethane products, construction materials, electronic equipment, and high-performance computer components such as AMD Ryzen Threadripper processors and ASUS graphics cards. The procurement objective is to develop mitigation strategies to prevent saltwater intrusion from reaching New Orleans' water supply during low water events. Awards will be made to the lowest-priced technically acceptable offeror whose offer conforms to all solicitation requirements, with the government reserving the right to award without discussions or make no award based on quote quality and price reasonableness. The final deadline for submitting clarification requests is October 24, 2025, at 2:00 PM CDT, with the response due date for proposals extended to October 29, 2025. Technical compliance is mandatory; any proposal failing to meet minimum technical requirements will be ineligible for award regardless of price.

This solicitation is designated as a Total Small Business set-aside, requiring all offerors to be registered in the System for Award Management (SAM) prior to submission. No incumbent contractor is identified in the solicitation documents, indicating this represents new procurement for the research initiative. While the CLIN Pricing Schedule currently reflects $0.00 pricing, the actual contract value will be determined by received quotes; the solicitation emphasizes that the government will analyze price reasonableness through fair and reasonable determination. All 60 line items must be delivered within 30 calendar days following contract award, with delivery to the ERDC Coastal and Hydraulics Laboratory facility in Vicksburg, Mississippi, on an FOB shipping basis. Vendors must provide 48-hour advance delivery notice and include detailed packing slips with all materials, and several line items designated as "brand name only" require either the exact specified products or formal approval for equivalent alternatives. Quotes must be submitted via email to CHL-CT-QUOTES@usace.army.mil, with telephone responses explicitly not accepted.
