About this opportunity
The Defense Commissary Agency seeks the purchase, pickup, and disposal of recyclable materials—Old Corrugated Cardboard (OCC), plastic (shrink-wrap and LDPE Grade A), and office paper—from 159 commissary locations across the Continental United States and Alaska, with bids due June 2, 2026, and questions due May 28, 2026 (both extended via Amendment 0001). The contract period runs June 1, 2026 through May 31, 2031. This is a sealed-bid Invitation for Bids exempt from the FAR and conducted pursuant to 10 U.S.C. 2577 and 41 CFR Part 102-38.
Bidders may bid on Scenario 1 (single national sales agreement covering all locations) or Scenario 2 (one or more of five regional area agreements). OCC bales must meet ISRI Scrap Specifications Circular #11 standards (prohibitive materials not exceeding 1%, outthrows plus prohibitive not exceeding 5%). Plastic bales must conform to ISRI Plastic Film specifications (A, B, C grades or Mixed Color) and be baled separately from OCC. Office paper may be mixed within corrugated cardboard bales. Contractor forklift usage is strictly limited to emergency situations with prior Commissary Officer approval. Pickup and disposal services are required Monday through Friday, 8:00 AM to 5:00 PM local time, excluding federal holidays, with 48-hour cure time for missed pickups.
The Government evaluates bids using a "Blended Percentage Yield" methodology based on estimated annual tonnage and commodity index prices published when the solicitation closes (RISI for OCC, RecyclingMarkets.net for plastics). Award goes to the highest responsive, responsible bidder. Responsibility verification includes active SAM.gov registration, exclusion/debarment checks, and logistical performance capacity assessment. Payment must be submitted electronically via ACH within 30 days of month-end. Bids must include SF 114, SF 114B, completed bid spreadsheet, Tax Identification Number, and acknowledgment of Amendment 0001. The NAICS code is 562920 (Materials Recovery Facilities); PSC is S205 (Housekeeping—Trash/Garbage Collection).
