Defense Commissary Agency
About this file
This document contains bid instructions and evaluation criteria for Defense Commissary Agency (DeCA) recycling services across 159 commissaries in the Continental United States and Alaska.
DeCA is soliciting bids for cardboard, plastic, and paper recycling services under two scenarios: Scenario 1 offers a single national sales agreement covering all 159 commissaries, while Scenario 2 provides five regional area sales agreements (Regional Areas 1-5) allowing bidders to bid on one or more regions. Estimated tonnage for each commodity type at each location is provided in the attached Table One, and commissary addresses are available online. Questions and inquiries must be submitted via email to the appropriate point of contact by May 21, 2026, at 3:00 PM Local Time, Fort Lee, Virginia. Bid responses are due by May 26, 2026, at 3:00 PM Local Time, Fort Lee, Virginia. Office paper recycling will incur no cost to DeCA and may be mixed within corrugated cardboard bales per the Statement of Work. Bidders must submit completed SF 114 and SF 114B forms along with a bid spreadsheet detailing logistical pickup plans and percentage rates; SF 114C should not be returned. Bids must include the bidder's full business address, be signed by an authorized representative, and include a Tax Identification Number (TIN) per the Debt Collection Improvement Act of 1996; bids without a TIN will not be considered for award. The Government will evaluate bids using a "Blended Percentage Yield" methodology, establishing a baseline market value for each commodity using estimated annual tonnage and commodity index prices (RISI for OCC, RecyclingMarkets.net for Plastics) published during the week the solicitation closes. Award will be made to the highest responsive, responsible bidder, with responsibility verification including active SAM.gov registration, exclusion/debarment checks, and assessment of logistical performance capacity. The Government may award a single national agreement (Scenario 1) or multiple regional agreements (Scenario 2) based on which combination yields the most advantageous financial return.

Bid Instructions & Evaluation Criteria
Bid Instructions
1. RECYCLING SERVICES: DeCA has developed two potential plans for the recycling services: One sales agreement for all commissaries located in the Continental United States (CONUS) and Alaska, or five regional area sales agreements (Regional Areas 1-5). See Table One of the attached spreadsheet for breakdown of areas; see the Store Locations tab for commissary addresses (addresses can also be found at the following link:
https://www.commissaries.com/shopping/store-locations/find-a-store).
Estimated tonnage for each location: cardboard, plastic, and paper is located within the attached Table One.
All inquiries (technical, contractual, administrative), questions, or clarifications of any kind must be submitted via email to the appropriate POC (see item 4). Telephone inquiries will not be accepted. Questions and inquiries are due no later than 3:00 PM, Local Time, Fort Lee Virginia, on May 21, 2026. Bid responses must be delivered to the POC no later than 3:00 PM, Local Time, Fort Lee Virginia, on May 26, 2026. See points of contact in item 4 below.
a) One sales agreement (scenario 1): Under this sales agreement arrangement, if the bidder's interest is to provide recycling service for all 159 commissaries, the bidder is required to place bids for all 159 commissaries. There is an example tab within the excel spreadsheet; follow the example when providing bids. The award would go to the overall highest percentage yield and the contractor will accept all the stores listed in Table One. Scenario 1 bidders are not required to place separate regional bids. Bidders will be required to enter data within the green columns located within the spreadsheet.
Note: There will be no cost to DeCA for office paper recycling. As specified in the Statement of Work, office paper may be mixed within the corrugated cardboard bales.
b) Five regional area sales agreements (Scenario 2) (Regional Area 1, Regional Area 2, Regional Area 3, Regional Area 4, and Regional Area 5) for the 159 commissaries. Under this arrangement, the service requirements are the same as scenario 1 except the bidder would bid on one or more regional areas. The contractor will accept all stores within the regional area selected.
The award would go to the highest yield per region.
Note: There will be no cost to DeCA for office paper recycling. As specified in the Statement of Work, office paper may be mixed within the corrugated cardboard bales.
2. BID SUBMISSION REQUIREMENTS: Bidders shall complete the forms provided by the Government (SF 114 and 114B) to include the excel spreadsheet.
a. Return completed SF 114 form with bid.
b. Return completed SF 114B form with bid.
c. Return bid spreadsheet (logistical pickup plan and percentages).

3. TERMS AND CONDITIONS: This sale is to be held in accordance with the provisions of Standard Form 114C, General Sales Terms and Conditions. Bidders may evaluate the DeCA facilities and all local conditions and contingencies. Each bid must include the full business address of the bidder and be signed by an authorized representative.
In accordance with Public Law No. 104-134, The Debt Collection Improvement Act of 1996, Tax Identification Number (TIN) must be provided by anyone conducting business with the Federal Government. Bids will not be considered for award if the TIN is not provided.

5. EVALUATION OF BIDS & BASIS FOR AWARD
a. Evaluation Methodology (Blended Percentage Yield) The Government will evaluate bids to determine which bid provides the highest return to the Government. Because bidders are proposing percentage rates against fluctuating commodity indexes, the Government will utilize a "Blended Percentage Yield" calculation to establish a static comparison.
The evaluation will be conducted as follows:
1. Baseline Establishment: The Government will establish a baseline market value for each commodity using the estimated annual tonnage and the commodity index prices (RISI for OCC, RecyclingMarkets.net for Plastics) published during the week the solicitation closes.
2. Yield Calculation: The Government will multiply the baseline market value by the percentage rates proposed by the bidder in their Bid Schedule (Table One) for each commodity.

3. Blended Percentage: The total yielded revenue for all commodities will be summed and divided by the total baseline market value to determine the bidder's overall "Blended Percentage Yield."
Bids will be ranked from highest to lowest based on this Blended Percentage Yield.
b. Basis for Award In accordance with sealed bidding procedures, award will be made to the highest responsive, responsible bidder.
• Responsiveness: Bids will be evaluated to ensure strict compliance with all material terms and conditions of the IFB. Bids that fail to conform to the IFB requirements (e.g., failing to submit required forms, failing to bid on all locations within a chosen scenario) will be rejected as non-responsive.
• Responsibility: Prior to award, the Government will evaluate the apparent high bidder to affirmatively determine responsibility. This includes verifying active SAM.gov registration, checking for active exclusions or debarments, and assessing the bidder's capacity to successfully perform the logistical requirements of the agreement.
• Award Decision: The Government will award a single national agreement (Scenario 1) or multiple regional agreements (Scenario 2) based on the combination of highest responsive, responsible bids that yields the most advantageous financial return to the Government.
