About this opportunity
The Department of Veterans Affairs, Veterans Health Administration, Northern California Health Care System (NCHCS) issued this Sole Source Justification Notice for pick-up and delivery laundry services covering all medical centers, clinics, outpatient facilities, wards, and research departments within VISN 21. The procurement was conducted under FAR 13.5 Simplified Procedures for Certain Commercial Items, with competition restricted based on a determination that Emerald Textile Services is the only responsible source capable of satisfying the agency's requirements. The firm fixed-price contract was awarded to Emerald Textile Services, a Large Business, for a one-year period from July 1, 2025 through June 30, 2026, with an estimated total contract value of $897,283.95. The VA justified the sole source award by comparing the proposed pricing to the previous contract with the same vendor, which demonstrated a 27 percent cost reduction for equivalent services. This short-term contract is intended to provide continuity of services while the VA prepares for a restructuring of laundry services into a future lease agreement, with a competitive solicitation anticipated for release in Fiscal Year 2026.
