About this file

This document is a Sole Source Justification Notice for laundry services issued by the Department of Veterans Affairs (VA) Network Contracting Office 21 on behalf of the Northern California Health Care System (NCHCS). The procurement is a firm fixed-price sole source contract awarded to Emerald Textile Services for a one-year period from July 1, 2025 to June 30, 2026, with a total contract value of $897,283.95. The contract covers pick-up and delivery laundry services for all medical centers, clinics, outpatient facilities, wards, and research departments within NCHCS.

The sole source justification is based on FAR 13.5 Simplified Procedures for Certain Commercial Items, with competition restricted because Emerald Textile Services is deemed the only responsible source that can satisfy agency requirements. The VA intends this short-term contract to allow time for restructuring current laundry services into a future lease agreement. A competitive solicitation is expected to be released in Fiscal Year 2026. The contract price was determined fair and reasonable by comparing it to a previous contract with the same vendor, which showed a 27% cost reduction for equivalent services.
