About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 12, is soliciting a contractor to provide comprehensive weed and feed lawn maintenance services at the Oscar G. Johnson VA Medical Center in Iron Mountain, Michigan. The contractor must supply all supervision, labor, tools, equipment, vehicles, transportation, and chemicals necessary to maintain healthy grass, trees, shrubs, and plants while presenting a clean, professional appearance. Key requirements include state-certified pesticide applicator status, compliance with EPA and OSHA regulations, Material Safety Data Sheets for all chemicals, and adherence to a four-step annual treatment program plus monthly chemical vegetation treatments. Evaluation criteria include price, technical capability (licenses, certifications, equipment, and documentation), and relevant experience with similar facilities within the last three years. The offer receipt deadline is May 1, 2026, at 3:00 PM Central Time, with a mandatory site visit that occurred on April 21, 2026.
This is an unrestricted solicitation with no set-aside designation, though veteran-owned small business and service-disabled veteran-owned small business concerns will receive evaluation preference when price and technical capability are equal. The estimated contract value is $9.5 million, with services required from May 1, 2026, through April 30, 2027, plus four one-year option periods. The scope encompasses approximately 384,188 square feet of grass area and 4,496 square feet of landscape area, including specific treatment of a 2,200 square foot retention pond gravel area and an 800 square foot gravel landscaping bed west of Building 5. Chemical applications must occur between 3 PM and 8 PM, Monday through Friday, with all work performed during or after normal business hours or on weekends. The contract applies prevailing wage rates of $30.29 per hour plus 30% fringe benefits for general maintenance workers, and all contractor employees must possess VA PIV cards and pass background checks while working on premises.
