Contractors must possess specific California licenses including a Landscape Contractor license, Qualified Applicator Certificate, Arborist Certification, and Tree Service Contractor license, and must provide a minimum of 9 full-time employees along with on-site utility vehicles. The evaluation will be based on price and special standards of responsibility, with offers originally due September 9, 2025 at 11:00 AM MDT, though this deadline has been extended to September 10, 2025 at 11:00 AM MDT. Additional requirements include monthly reporting, proper insurance, compliance with VA regulations including safety training and PIV badge requirements, and adherence to ANSI A300 pruning standards.

The total estimated contract value is $9.5 million, covering a base period from October 1, 2025 through September 30, 2026 with three additional option years. Key operational details include maintenance of approximately 80 trash cans throughout the campus, quarterly changes to 1,342 square feet of annual color plantings, and tree trimming activities primarily scheduled for Saturdays. Performance will take place at the Tibor Rubin Long Beach Medical Center in Long Beach, California, where the government will provide a laydown space for equipment storage but will not provide trash containers or on-site storage facilities.
