About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 4 is seeking pest control and extermination services for three VA Medical Centers located in Coatesville, Lebanon, and Philadelphia, Pennsylvania. This is a Sources Sought Notice (market research Request for Information) rather than a formal solicitation, and interested contractors must demonstrate their capability to provide comprehensive Integrated Pest Management (IPM) services as outlined in the draft Performance Work Statements for each facility. Key requirements include compliance with Pennsylvania Commercial Pesticide Applicator Certification, adherence to VHA Directive 1850.02 and EPA regulations, emergency response capabilities, and implementation of environmentally sound pest control practices. Evaluation will focus on contractor capability to meet specific service requirements, including frequency of inspections and treatments, emergency response times, and compliance with safety and environmental standards. Responses must be submitted by 10:00 AM Eastern Time on November 7, 2025, to Lakeisiha Davenport via email, and all respondents must be registered in the System for Award Management (SAM) and provide company name, SAM UEI number, address, and point of contact information.
This procurement is set aside as a Total Small Business opportunity, with preference given to Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and Veteran-Owned Small Businesses (VOSB), though all capable contractors are welcome to respond; SDVOSB and VOSB firms must provide proof of VetCert certification by the SBA. The contract will run for a base year with four one-year option periods, commencing December 21, 2025, and extending through December 20, 2030. Service requirements vary by location: Lebanon VAMC requires pest control services within 50 miles, with Monday-Friday operations from 9:00 AM to 12:00 PM EST; Coatesville VAMC requires three-times-weekly service across approximately 25-30 buildings on a 233.3-acre campus with K-9 bed bug detection capabilities; and Philadelphia's Corporal Michael J. Crescenz VA Medical Center requires two technicians providing coverage Monday-Friday with weekend and 24-hour emergency response capabilities. The procurement uses NAICS code 561710 (Extermination and Pest Control Services) with a small business size standard of $17.5 million and will be evaluated under Product Service Code S207 for Housekeeping Insect/Rodent Control.
