All contractor personnel providing pesticide applications must maintain Commercial Pesticide Applicator certification. Prime contractors must have direct pest industry experience and maintain proper pesticide General Liability insurance with pollution coverage per National Pest Management Association standards. Scope includes inspections, trapping, pesticide application, structural recommendations, emergency response within four hours (anticipated three times weekly), bed bug eradication (averaging 2–3 incidents monthly), and provision of 30–50 exterior rodent bait stations and approximately 10 fly lights. The contractor must furnish all equipment, supplies, licenses, and labor.
The VA anticipates one firm fixed price contract award. Evaluation uses lowest-price technically acceptable methodology, weighing technical capability, quality control/assurance plan, past performance references (three required from the prior three years), and pricing. Service Contract Labor Standards apply. Contractors must provide workers' compensation, general liability insurance of $500,000, and automobile liability insurance, and comply with a 50 percent subcontracting cap for services. Payment is made monthly in arrears through the Tungsten Network e-invoicing system.
