About this file

This is a Standard Form 30 Amendment of Solicitation/Modification of Contract issued by the Department of Veterans Affairs Network Contracting Office 23 on March 9, 2026, for solicitation 36C26326Q0402. The amendment addresses questions and answers received during the solicitation period for Integrated Pest Management Services at Sioux Falls VA Medical Center. Key clarifications include confirmation that Prime Contractors must have direct pest industry experience and maintain proper pesticide General Liability insurance with pollution coverage per National Pest Management Association standards, rather than relying on subcontractors to qualify them. The government confirmed emergency service requests occur as frequently as three times per week, and that contractors must provide 30-50 exterior rodent bait stations and an estimated 10 fly lights upon award.

The amendment further specifies that monthly bed bug service requests average 2-3 incidents per month, with expected service requirements of 35-40 man hours monthly across all scope areas. The contracting officer clarified that Wagner CBOC service frequency varies but is typically monthly, consistent with other VA Community-Based Outpatient Clinics nationwide. This is a 100% Service Disabled Veteran-Owned Small Business set-aside under NAICS code 561710 with a $17.5 million size standard. Quotes are due by 11:00 AM Central Standard Time on March 12, 2026, and must be submitted via email to Michael Wicht, Contract Specialist, at Michael.wicht@va.gov. One firm fixed price contract award is anticipated.
