About this opportunity
The Department of the Air Force Materiel Command Test Center is requesting white papers for design, fabrication, installation, and verification of an independent, secondary, and dedicated conditioned air supply system to an existing test cell at Arnold Engineering Development Complex, Arnold AFB, Tennessee, with white paper submissions due by September 23, 2026. The Government reserves the right to award up to two prototype agreements for initial proof of concept milestones.
The project encompasses all design, analysis, procurement, documentation, fabrication, installation, inspection, demonstration, and testing necessary to deliver a complete and functional pressure and temperature-controlled air supply. Performers must demonstrate four core technical competencies: compressor and process air engineering capability to design and integrate a modular system with at least four identical, stand-alone compressor units; control system and PLC integration capability utilizing Emerson RX3i PLCs, Proficy Machine Edition, and Cimplicity HMI; high-pressure piping and vessel compliance capability meeting ASME codes; and project execution and verification capability including rigorous design reviews and thermal soak testing sustained for at least four hours.
White papers must address intellectual property rights with confirmation that the Government receives Unlimited Data Rights, compliance with 10 U.S.C. 4022(d) authority requirements requiring significant participation by nontraditional defense contractors, nonprofit research institutions, small businesses, or at least one-third non-Federal cost sharing, and cybersecurity/CMMC compliance. Performers must provide detailed fixed pricing and resource-loaded schedules to WBS Level 3 for base milestones 1–7. Government seeks proposals not exceeding $250,000 for base milestones 1–3, though this is neither a ceiling nor floor. White papers must not exceed 20 pages excluding cost proposals, statutory certifications, and drawings, submitted in PDF format to Agreements Officer Haley Smith at haley.smith.10@us.af.mil.
