About this opportunity

The National Oceanic and Atmospheric Administration seeks shipyard repair services for the R/V Caretta, a 58-foot steel research vessel, with proposals due August 31, 2026. This is a women-owned small business set-aside with 100% WOSB preference.

Work is performed at a shipyard within a 50-mile radius of the NOAA Dock Facility in Pascagoula, Mississippi, with a contract performance period of October 5 through November 13, 2026. The scope encompasses eleven major tasks: hauling and replacing approximately 36 zinc anodes with 12 lb aluminum anodes; hull surface preparation through blasting and painting with specified PPG coating systems (zinc primer, epoxy primer, and anti-fouling paint); spot blasting and painting up to 40 locations; deck cleaning, tack coat application, and anti-skid additive; main shaft and propeller removal, reconditioning, and reinstallation with bearing and hardware replacement; transom frame section replacement and lazarette/rudder steering component sandblasting and painting; engine room bilge power tool cleaning and painting; and ultrasonic hull thickness testing on a grid pattern. All paint applications must conform to PPG Industries specifications and receive approval from the paint manufacturer's local representative. The contractor furnishes all labor, materials, equipment, and facilities; the government furnishes only the main shaft cutlass bearing and vessel availability.

Place of acceptance is the contractor's shipyard. The NAICS code is 336611 (Ship Building and Repairing, 130 employee size standard); PSC code is J020. The solicitation includes a funded Condition Found Report line for unforeseen corrective work, with individual items requiring written government approval before commencement. Site visits are available August 17–21, 2026, from 8:00 a.m. to 2:00 p.m. CDT at the NOAA Dock Facility. Interested quoters are strongly encouraged to inspect the vessel; failure to do so does not constitute grounds for post-award claims. Contact Kendall Falana at kendall.m.falana@noaa.gov to schedule.
