This is a Statement of Work (SOW) for shipyard repair services on the NOAA R/V Caretta, a 58-foot steel research vessel homeported in Pascagoula, Mississippi. The contract period of performance runs from October 5, 2026 through November 13, 2026, with work to be performed at a local shipyard within a 50-mile radius of Pascagoula. The contractor is responsible for all labor, materials, equipment, and facilities necessary to complete the work, with the government furnishing only the main shaft cutlass bearing and making the vessel available at the agreed location and time.

The SOW includes eleven major tasks: hauling out and replacing approximately 36 zinc anodes with new 12 lb aluminum anodes; preparing vessel equipment through covering and taping to prevent damage during blasting; blasting and painting the hull from waterline to keel with specified PPG coating systems including zinc primer, epoxy primer, and anti-fouling paint in specific dry film thickness increments; spot blasting and painting up to 40 spots throughout the vessel; final deck cleaning with PPG DEVPREP 88; applying tack coat and anti-skid additive to the main deck; final painting of finish coats and vessel names/hailing port/documentation numbers; removing, reconditioning, and reinstalling the main shaft and propeller with replacement of associated bearings and hardware; replacing transom frame sections and sandblasting/painting the lazarette and rudder steering components; power tool cleaning and painting the engine room bilge area; and performing an ultrasonic hull thickness test on a grid pattern. All paint applications must conform to PPG Industries specifications and receive approval from the paint manufacturer's local representative (Randy Stroecker, (251) 421-2772). The contractor must submit certificates of insurance, subcontractor lists, and key personnel information within five days of order receipt. The onsite government point of contact is Kendall Falana at (228) 366-4000, and potential offerors are encouraged to conduct site visits August 17-21, 2026.
