About this opportunity

NOAA is seeking fiberglass and hull repair services for the AOML R/V Cable, a 21-foot Parker center console research vessel operated by the Atlantic Oceanographic and Meteorological Laboratory. The comprehensive scope of work includes gel coat refinishing, non-skid deck coating, fiberglass chip repairs, hardware removal and replacement, and applying a protective matte white gel coat layer to the entire vessel exterior. Contractors must submit both a 20-page Business Quote and a 30-page Technical Volume by September 19, 2025 at 2:00 PM Eastern Time to darrin.moore@noaa.gov. The evaluation will be conducted using two factors - Experience and Price - with non-price factors being more important than price in the selection process. NOAA anticipates selecting the best-suited offeror from initial responses and reserves the right to communicate with the top offeror to address any remaining issues. All quotes must remain valid for a minimum of 120 calendar days after submission.

This opportunity is set aside for Women-Owned Small Businesses under NAICS code 336312 with a size standard of 750 employees. The performance period extends from September 30, 2025 through December 31, 2025, providing contractors with a three-month window to complete all required repairs. Work can be performed either on-site at AOML's facility in Key Biscayne, Florida, which features a permanent shade structure, or at the contractor's facility if located within a two-hour travel time from AOML. The 1990-built vessel underwent structural restorations in 2012 and 2018 and features a fiberglass deep-V hull, marine-grade plywood decking, a 95-gallon aluminum fuel tank, and has a gross trailer weight of 4,400 pounds. NOAA has provided multiple photographs of the vessel posted on September 16th to document the current condition and specific repair requirements.
