About this file
This Performance-Based Work Statement (PWS) details the repower and systems upgrade for the R/V Cable, a 21-foot Parker center console research vessel owned by the Atlantic Oceanographic & Meteorological Laboratory (AOML) within the National Oceanic & Atmospheric Administration (NOAA). The primary scope involves comprehensive gel coat refinishing and non-skid deck coating, including removing and replacing hardware, repairing fiberglass chips, sanding damaged areas, and applying a protective matte white gel coat layer to the entire vessel. The boat, originally built in 1990 and structurally restored in 2012 and 2018, requires this refinishing to protect against abrasions from marine operations and improve deck traction.
The work can be performed either on-site at AOML's facility (located at the back of the property under a permanent shade) or at the contractor's facility, with AOML staff willing to deliver the vessel if the site is within a 2-hour travel time. Specific requirements include removing interfering hardware, repairing fiberglass chips, applying gel coat layers to exterior surfaces, applying non-skid gel coat to the deck, and replacing hardware. Deliverables include a protective matte finish gel coat layer around the entire vessel and records of work performed. The vessel specifications note it has a fiberglass deep-V hull, marine-grade plywood decking, a 95-gallon aluminum fuel tank, and a gross trailer weight of 4,400 lbs.

Performance-Based Work Statement (PWS)

Research Vessel Repower and Systems Upgrade
GENERAL INFORMATION
Introduction and Background
AOML’s primary work boat, the R/V Cable, requires minor fiberglass repairs to the hull and gunwales, refinishing of the protective gel coat layer, and a new nonskid layer on the deck. This will entail the removal of hardware, sanding any damaged areas in the existing gel coat, filling in damages to the fiberglass layer, respraying a white gel coat layer to protect and preserve the hull, and then replacing all hardware.
The R/V Cable is a 21ft Parker center console boat originally built in 1990. Its wooden framework was completely replaced in 2012, and the wood deck partially replaced in 2018. The vessel is structurally sound from previous restorations, but the gel finish has sustained heavy wear-and-tear from regular use as a workboat.
This requirement is for the refinishing of the gel coat and coating of a non-skid over deck surfaces. The finish will ensure the fiberglass hull is protected from minor abrasions resulting from docking, buoy work, and dive operations, and that the deck surfaces provide some traction to protect against slips, trips, and falls. Polishing to a reflective appearance is not required; the lab only request a smooth matte finish that will protect the fiberglass.
R/V CABLE SPECIFICATIONS
● 1990 21’ Parker center console modified to fit a swim platform and engine bracket
● Fiberglass/deep-V hull
● ¾” marine grade plywood coated with fiberglass laminate decking
● Hull Identification Number PXM21365E090
● 95 gallon aluminum gas fuel tank, replaced in 2012
● Fuel tank located amidships beneath cockpit and center console
● Gross Trailer weight is 4400 lbs.
TASKS:
1) Remove hardware that will interfere with applying an even gel coat;
2) Repair chips in the fiberglass, particularly along the bow, and sand down chips in the gel coat so as to provide a smooth base for re-application;
3) Apply gel coat layers along all exterior surfaces including the hull, gunwale, and console; apply non-skid gel coat to deck;
4) Replace hardware.
DELIVERABLES:
1) Protective matte finish gel coat layer around entire vessel.
4) Records of work performed.
8) The vessel is located on its trailer at the back of the facility. The contractor shall provide any necessary lifts and blocks to position the vessel on in order to apply the coat to the entire vessel.
Work may be done on-site. If work is to be performed on site, the contractor shall comply with all Federal site access regulations.
The vessel is located on its trailer at the back of the facility under a permanent shade for sun and rain protection. The facility has pallets and the Government will provide forklift services for moving engines. The vessel may also be delivered to the contractor’s shop. If this option is selected, AOML staff will deliver the vessel to the contractor’s facility as long as the site is less than or equal to 2 hours travel time of AOML.

Boat Bay
At the back of AOML’s property, accessible by paved road, is the warehouse and outdoor but sheltered “Boat Bay.” All four vessels are located on trailers in this area, and the GBN1 is located under a permanently installed shade. The area has two water spigots and hoses that easily reach the vessel and a power outlet.
