About this opportunity
The Department of Veterans Affairs Strategic Acquisition Center Frederick seeks to establish a five-year Blanket Purchase Agreement for furnishing, delivering, installing, and maintaining dual-temperature-controlled smart food locker systems for VA Community Based Outpatient Clinics and other VA facilities under the NouRISH (Nutrition, Resources, and Integrated Support for Health) program, with proposals due August 19 and questions due August 10. No set-aside applies. Amendment 2, issued August 17, extended the deadline from August 18 to August 19 at 12:00 PM EDT.
Place of performance is Frederick, Maryland, with locker installations across rural and highly rural VA-owned facilities nationwide. The NAICS code is 333415, Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing; PSC is 4110, Refrigeration Equipment.
Contractor shall furnish all materials, transportation, and installation expertise. Each unit includes approximately 12 large lockers (16"W x 18"L x 18"D) and 6 small lockers of the same dimensions, dual temperature control (freezer and refrigerator via single setpoint), touchscreen kiosks, cellular connectivity with vendor-provided SIM cards, and user authentication via reusable ID or PIN. All lockers must be ADA-accessible, Department of Energy-compliant, UL-approved, and meet National Sanitation Foundation standards. Contractor must consult with site points of contact to assess installation readiness, verify adequate electrical infrastructure (220VAC required; 120VAC not acceptable), and confirm safety and accessibility before installation. Delivery is due within 30 calendar days of order. The contractor provides 24-hour emergency support with two-hour response capability, a three-year warranty covering all parts and labor, and annual software licenses and maintenance throughout the contract period.
Quotations must submit Technical Capability (up to 10 pages), Past Performance (minimum three relevant contracts within five years, up to 6 pages), Price, and SF1449 with amendments in four separate volumes. Award uses best-value trade-off methodology, weighing technical capability and past performance more heavily than price. No incumbent contractor exists. The contracting officer is Wanda Y. Edwards (Wanda.Edwards@va.gov); contracting specialist is Mariah Gambino (Mariah.Gambino@va.gov).
