About this file

This file is a Questions and Answers (Q&A) document in spreadsheet format related to Amendment 2 of the Rural Food Lockers solicitation (36C10X26Q0233), dated August 2017. The document contains contractor inquiries and government responses addressing clarifications on the smart locker food system procurement requirements for the Department of Veterans Affairs Food Security Office's NouRISH program expansion to rural and highly rural VA Community Based Outpatient Clinics (CBOCs).

The Q&A addresses technical specifications, installation requirements, software capabilities, warranty terms, and operational expectations for the food locker systems being procured. Key topics covered include locker dimensions and capacity, electrical requirements for site readiness assessments, software functionality for inventory management and veteran access tracking, maintenance and support obligations, and delivery logistics to multiple VA facilities. The responses clarify contractor responsibilities for site consultation, safety verification, and ensuring proper installation of functioning smart locker systems that integrate with VA's broader food security initiative framework. This amendment document served to resolve bidder questions and provide additional guidance for proposal preparation during the solicitation period.

25Does each site require frozen and refrigerated capacity – meaning – we have lockers that can run all doors at frozen or all doors at refrigerated. In this case you would have one or the other, not both. An example of this would be our 9-door medium body locker. We also have lockers that can run half of the lockers at refrigerated and half at frozen providing both temp zones at the same time. An example of this would be our 12-door large body locker run in a dual temp mode. Or we could provide the 9-door medium set to frozen and a 12-door large set to refrigerated so you would have a lineup that consists of both frozen and refrigerated. Can you help define this please?See question 10.
26Under Set-Up and Maintenance, line “e.” it states that contractor must maintain the units and make repairs throughout the period of performance. The next paragraph (paragraph 3) states the period of performance is 5 years. Does this mean the contract must include the cost of all repairs and maintenance for 5 years in the pricing we are providing or does it mean we have to provide the service for repairs and maintenance for a period of 5 years and will be able to bill for those services after the warranty period. This solicitation will establish a five‑year Blanket Purchase Agreement (BPA). Individual orders will be issued under the BPA and will have their own period of performance based on the date each order is awarded. The Offeror shall include pricing for maintenance required after the expiration of the warranty period. For example, if the warranty period covers three (3) years of repair and maintenance, the Offeror shall provide pricing for repair and maintenance services for an additional two (2) years, for a total of five (5) years.
27The period of performance is identified at 5 years but under paragraph 6. Performance Requirements the warrantee is listed as 3 years. Please clarify. The period of performance of the BPA is 5 years. Each locker must come with a 3 year warranty.
28Under PR# 1. Deliverables, it states that delivery of all orders must be completed within 30 calendar days after receipt of order (ARO). Several questions on this. Do you have an anticipated number of locations (so we can anticipate volume)? Will all locations deliver during the same 30 days? Will there be a general award prior to the receipt of order – meaning we have time to produce some product prior to the 30-day timeframe.30 days is the desired timeframe, however, manufacturing timeframes will be considered at the time each order is issued. Offerors shall provide delivery time frame in days after reciept of order (ARO). Volume is based on need and will vary each year. Delivery will be dependent on site readiness. No general award will be issued, however, the contractor will be notifed via solicitation prior to each order.
