About this opportunity
The National Oceanic and Atmospheric Administration seeks replacement of a rollup door at its Data Collection Office in Lihue, Hawaii, with quotes due July 9, 2026 at 1:00 PM Hawaii time. This procurement is set-aside for small business concerns and will be awarded as a firm-fixed-price purchase order on an all-or-none basis.
Place of performance is Lihue, Hawaii at the Upper Air Inflation Building, 3260 Kailani Street. The contractor must remove the non-operational south-east rollup door and install a new 10-foot by 14-foot Raynor DuraCoil Coastal Package rolling service door with aluminum curtain material per ASTM B-209 (alloy 5005, temper H34), vinyl guide seals, galvanized guides, and stainless steel hardware, rated for 30 psf wind load. The motor must be a Liftmaster Model N7GH5023 or equivalent, 1/2 horsepower industrial duty gear drive with NEMA 7 bomb proofing, 230V 3-phase 60Hz power, and UL 325 listing. All offered products must comply with Buy American-Supplies requirements with country of manufacture verification. The contractor must be an authorized installer with demonstrated experience on similar projects, and the manufacturer must have a minimum five years of experience producing the specified door type. Period of performance is 180 days from award. All offered products must meet Buy American-Supplies requirements. Wage determinations (WD 2015-5691, Revision 27) and Service Contract Labor Standards apply. Payment terms are Net 30 with monthly invoicing in arrears. Amendment 0001, issued July 2, 2026, extended the quote deadline and revised the Statement of Work to clarify that the door curtain material is aluminum per ASTM B-209 and motor torque meets manufacturer specifications. NAICS code is 238290; PSC code is Z1AZ.

Update #2 · Latest ·
Amendment 0001
The purpose of this amendment is as follows:
1. Provide Responses to questions received.
2. Provide a revised Statement of Work.
3. Extend the deadline for Quotes to July 9, 2026, 1:00 PM Hawaii time.
1. QUESTION AND RESPONSE
The following questions and or clarifications requests were received from interested parties. All questions and clarifications have been consolidated. Questions are denoted by “Q” and the response is denoted by “R.”
Q1: There are one or two contradictions in the documents regarding the door specifications. Can you please clarify whether the door should be aluminum or stainless steel? Is this an insulated door?
• In Section 6.1 (Products), the specification states that the door material must be "Aluminum in accordance with ASTM B-209" with an aluminum curtain and bottom bar. However, a few lines down in the same section, it states "Door shall have a galvanized finish".
• Why it conflicts: Galvanization is a zinc-coating process applied strictly to steel to prevent rusting. Aluminum does not get galvanized; instead, it is typically left mill-finished, anodized, or powder-coated (which is also mentioned for the endlocks and hood).
• Additionally, the specifications call for a 1/2 HP motor but later mention that the drive sprocket must match "5 HP torque requirements."
R1: The Statement of Work has been revised for clarification. This is not an insulated door. It should be 1/2 HP motor.
2. REVISION TO STATEMENT OF WORK
• Section 6.1: “Door material” was replaced by “Door Curtain material” and deletion of “Door shall have a galvanized finish”.
• Section 6.2: “..torque to match the 5 HP torque requirements” was replaced by “torque to manufacturer’s specifications”.
3. The Due Date for Quotes has been extended to 1 PM HT, 7/09/26.
Vendors shall acknowledge receipt of this amendment and all previously issued amendments by submitting signed copies with their quotation. Failure to acknowledge all amendments may render a quotation ineligible for award.
All other terms, conditions, requirements, and provisions of Solicitation 1333MH26Q0004 remain unchanged.
