About this opportunity
The Department of Agriculture Forest Service seeks Forest Inventory & Analysis services across New Mexico, Utah, Nevada, Idaho, Montana, and Wyoming, with quotations due April 30, 2026. This is a Total Small Business Set-Aside under NAICS 115310 (Support Activities for Forestry) with a $11.5 million size standard; contractors must quote all sub-items (wilderness and non-wilderness plots) for any state in which they wish to be considered for award.
Work is performed across all land ownerships in the six-state region with administrative oversight at Riverdale, Utah. The base period runs May 11, 2026 through December 31, 2026, with one option year extending through December 31, 2027. Deliverables total 920 plots annually: New Mexico (330 plots, delivery by November 15), Utah (140 plots, delivery by November 15), Nevada (90 plots, delivery by November 15), Idaho (208 plots, delivery by September 30), Montana (103 plots, delivery by September 30), and Wyoming (49 plots, delivery by September 30). Each state's quota splits between wilderness and non-wilderness plots.
Crew Leaders must possess either two years in Forestry, Plant Ecology, or Botany degree programs or five FIA field seasons within the past eight years, plus one season of Western United States fieldwork within the past five years involving plot sampling and vegetation classification. Amendment 1 (issued April 27) clarified this alternative pathway. Minimum crew sizes are two persons for Idaho, Montana, and Wyoming; one person for New Mexico, Utah, and Nevada. All personnel must sign Nondisclosure Agreements protecting plot locations under the Food Security Act of 1985.
Contractors must provide GPS units capable of averaging accuracy, Javad GNSS units collecting L1/L2 frequencies with GPS and GLONASS data, Personal Data Recorders (Trimble Ranger 7 specified as the only fully compatible machine with Midas software per Amendment 1, Question 1), field equipment, and high-speed internet. The Government furnishes field manuals, permits, plot packets, MIDAS software, and soil sampling equipment.
Work includes locating, monumenting, and photographing plots; conducting tree, shrub, forb, and graminoid inventories; collecting tree cores from all states; and collecting needle samples for Limber Pine and Whitebark Pine in Idaho, Montana, Nevada, and Wyoming. Data must comply with RMRS FIA P2 Field Procedures and use Government-supplied MIDAS software.
Payment is performance-based. Crew certification requires 90% or higher scoring on the RMRS Scoresheet within 30 days of contract start. Quality assurance inspections score a minimum of one plot per 10-plot batch: 95% and above receives full payment, 85–94.99% receives proportional payment with 89.5% as the acceptable minimum, below 85% receives 85% of pay plus rework. Unacceptable photos incur $25 deductions each. Service Contract Labor Standards apply with wage determinations for Bio Scientists ($29.57 and above) and Forestry Technicians ($24.18 and above).
Evaluation criteria include price fairness and reasonableness, relevant past performance (three-tier: acceptable, neutral, unacceptable), key personnel qualifications, technical capability to meet the May 11 start date and project timeline, and a quality control plan demonstrating understanding of Acceptable Quality Levels. Quotations must include SF-1449 pricing documentation, up to three past performance forms, Key Personnel forms for each Crew Leader, a one-page technical capability statement, and a three-page quality control plan. Submit electronically to sarah.ackerman@usda.gov by April 30, 2026 at 12:30 PM Pacific Time.
The RFQ is structured as a firm-fixed-price contract; the Government reserves the right to make multiple awards for different line items or states.
