About this file

This is Amendment 0001 to Solicitation 1284LL26Q0032 for Rocky Mountain Research Station Forest Inventory & Analysis services, issued by USDA Forest Service CSA Intermountain on April 17, 2026. The amendment provides answers to questions submitted during solicitation, updates Section 3.3 of the Performance Work Statement, and includes a revised Key Personnel Form with changes indicated by red vertical lines in the left margin. The Period of Performance runs from May 11, 2026 to December 31, 2027.

The amendment addresses five key questions and answers regarding solicitation requirements. Question 1 confirms that the Ranger 7 is the only machine fully compatible with Midas software used by Forest Inventory Analysts. Question 2 identifies specific plots across Montana, New Mexico, Utah, and Wyoming that will likely be new installations or require point center installation, with detailed state, county, and plot number information provided in tabular format. Question 3 clarifies that subcontracting projects may be included in past performance sections if clearly labeled, and federal contracts are not required. Question 4 explains that key personnel work history does not need to be entirely related to forestry, botany, or ecology but should be relevant to project scope and complexity. Question 5 amends the PWS to allow crew leaders to satisfy the two-year degree requirement through demonstration of at least five FIA field seasons completed within the last eight years as an acceptable alternative.

Question 1: What machines/devices are compatible with Midas?

Answer 1: The only machine fully compatible with Midas is the Ranger 7. All of the Forest Inventory Analysts use Ranger 7 with Midas.

Question 2: Will all plots be re-measures?

Answer 2: The following plots will most likely be new installations. These could have at least the point center (PC or Pt. 1) installed and monumented. These plots are either plots that were non-forest last time from low crown cover; had no access from landowner/manager; or were called hazardous (from fire or snow…something that the crew could not get into that field season or the next):

The following are plots that will at least have the PC installed and might have all the points installed. These plots were last observed as being non-forest because of low crown cover.

Question 3: Can we include our subcontracting projects in the past performance section or does this not count toward past performance?

Answer 3: Subcontracting can be listed but should be clearly labeled as such. Contracts listed do not have to be federal contracts.

Question 4: Regarding the Key Personnel form, does relevant work history need to be entirely related to forestry, botany, or ecology?

Can I leave one of these relevant work history sections blank if a crew lead's only relevant work experience is X years of FIA?

Answer 4: The Government will consider the extent to which the Contractor’s key personnel demonstrates experience performing work similar in scope, size, and complexity to the requirements of this solicitation. Length of experience and relevancy of key personnel will be considered. Work history does not need to be entirely related, but experience that is similar to the requirements of this project could be rated higher than experience that is not related. Rather than leaving blank, recommendation is to state something similar to ‘no additional past employers’.

Question 5: In the performance work statement (PWS), it is stated that prospective crew leaders must have "Completion of two years in a Forestry, Plant Ecology, or Botany degree program". Usually, there is an "or" clause somewhere that indicates a certain amount of previous FIA field season experience or related experience is an acceptable substitute for degree requirements. Is this not the case?

Answer 5: The PWS has been amended to state that required education can be alternately fulfilled by demonstrating that the proposed crew leader has completed at least five (5) FIA field seasons within the last eight (8) years.
