About this opportunity

The Defense Logistics Agency seeks Rockwell Emulate 3D Software to support warehouse management system implementation of the SAP Material Flow Services solution at Red River and Tinker facilities, with quotes due May 18, 2026, at 11:00 AM EST. This is a 100% small business set-aside procured under streamlined commercial item procedures via open market on SAM.gov.

Place of performance is Battle Creek, Michigan. The procurement requires two perpetual licenses of Emulate3D Ultimate Edition with 8x5 maintenance and support for the base year (July 1, 2026–June 30, 2027), one license each for two optional one-year extension periods through June 30, 2029. Award is anticipated on or before July 1, 2026.

The justification and approval document indicates this qualifies for single-source procurement under Title 10, U.S.C. 2304(c)(1) and FAR 6.302-1 because Rockwell Automation holds exclusive intellectual property rights to the Emulate3D software. Kendall Electric is the only authorized regional reseller, though market research included quotes from two additional resellers. The software is essential for digital twin simulation of warehouses replicating programmable logic controller functionality and SAP connections, ensuring seamless integration with existing Allen Bradley-Rockwell automation hardware.

Award will be made on a lowest price technically acceptable basis. NAICS code is 513210 (Software Publishers) with a $47 million size standard; PSC code is 7A21. Offerors must demonstrate ability to meet all requirements in the Bill of Materials and Statement of Work and provide unit pricing for each line item plus total pricing. Quotes submit electronically to Josh.stolle@dla.mil. Payment is Net 30 with electronic funds transfer required through DFAS Columbus. The contract incorporates FAR and DFARS clauses including small business subcontracting plans, NIST SP 800-171 cybersecurity requirements, and Section 508 accessibility compliance.
