About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base is seeking to procure Rocket Assisted Take-Off (RATO) motors and initiators for the BQM-167A Aerial Target Drone through a five-year indefinite delivery, indefinite quantity (IDIQ) firm-fixed price contract. The solicitation will use a Lowest Price Technically Acceptable (LPTA) source selection process, with award going to the lowest-priced technically acceptable offeror. Potential contractors must complete a rigorous qualification process, which includes demonstrating technical capability, passing facility and equipment verifications, and completing comprehensive qualification testing estimated to cost up to $5 million. Interested parties must become qualified through a detailed Joint Qualification Requirements (JQR) process before being considered technically acceptable. The draft solicitation was posted on September 26, 2024, with proposals due by December 3, 2024, and interested contractors are encouraged to review all attached documents and submit any questions to the primary contracting officer.
The contract includes a minimum guaranteed order quantity of 150 units for both RATO motors and initiators, with a maximum ordering limitation of $48,000,000 over the contract's life. The contract is designated as being set aside for Women-Owned Small Businesses (WOSB). First Article Testing will be required, with testing to be completed within 548 days of award, and only flight certification costs will be funded by the government. The RATO motors must meet specific performance requirements, including a nominal thrust of 8,900 lbf for approximately 2.4 seconds and operational capabilities across a temperature range of -40°F to 140°F. The contract will have a 120-month shelf life and service life requirement, with strict quality assurance and critical characteristics control measures in place to ensure product reliability and performance.
