The project involves cutting and removing damaged trees across 25 acres, with an estimated 250 tons of sawtimber, 150 tons of pulpwood, and 250 tons of biomass to be extracted. The contract will be awarded using a best value source selection method as a firm fixed-price commercial services contract under Stewardship Authority. A mandatory pre-solicitation site visit is scheduled for May 1, 2025, at 10:00 a.m. EST at Toll House Gap Road in Roan Mountain, NC, where prospective contractors can discuss contractual requirements and operational limitations. Interested parties are directed to contact Alice Brown at alicebrown@usda.gov and should monitor SAM for future notifications. The Request for Quotes is anticipated to be issued around May 7, 2025.

The contract is not set aside for any specific business category and falls under NAICS Code 115310 for Support Activities for Forestry, with a size standard of $20.5M. Contractors will be required to remove sawtimber, pulpwood, and biomass products, with payment calculated at an appraised weighted average rate. The project specifications mandate that contractors leave a specific number of stems per acre without branches to maintain woody debris. While no specific budget range is detailed, the contract involves removing mixed hardwood and softwood timber products across the 25-acre cutting unit, including clearing trees to open the Toll House Gap Road. The work is expected to be completed by June 13, 2025, and will involve processing timber products from a designated area within the Pisgah National Forest's Appalachian Ranger District in North Carolina.
