DESCRIPTION
Background: The Roan Hazard Tree Debris Removal IRSC shall be awarded under the following authority:
Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services.
Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.

Period of Performance: All work item activities shall be completed by June 13, 2025.
Description of Work:
Hurricane Helene winds damaged approximately 25 acres on Roan Mountain and has increased the fuel loading in the spruce-fir ecosystem. Work includes cutting and removing all damaged trees within the cutting unit boundary totaling 25 acres. Sawtimber, pulpwood and biomass products will be removed from the site. Including trees chunked to open the Toll House Gap Road. Sawtimber, pulpwood, and biomass will be removed and paid at an appraised rate on a weighted average.
Contractor will be required to leave some amount of stems per acre with no branches for woody debris. __________________________________________________________________________
Estimated Timber Volume and Species composition is as follows:
Mixed Hardwood and Softwood Sawtimber estimated 250 Tons
Mixed Hardwood and Softwood Pulpwood estimated 150 Tons
Mixed Hardwood and Softwood Biomass estimated 250 Tons
Pre-Solicitation Site Visit Date and Time:
Prior to solicitation, the Forest will hold a site visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. The site visit will be held on May 1, 2025, at 10:00 a.m. EST with a meeting location at Toll House Gap Road, Roan Mountain, NC.
