The contract will utilize Firm-Fixed Price and Time-and-Materials/Labor Hour pricing arrangements across task orders.

This is a non-set-aside single-award, 60-month Indefinite-Delivery-Indefinite-Quantity (IDIQ) contract with a minimum of $100,000 and maximum ceiling of $18,000,000, with the first task order estimated at $2.8 million over three years. The current incumbent is George Mason University under contract 693JJ321D00001. The contractor must provide a 12-person labor team with specific expertise across research scientists, lab technicians, software engineers, and administrative personnel, with an estimated 23,970 labor hours for the initial task order and approximately 12 full-scale crash tests and 250 pendulum tests annually. All work will be performed at the Turner-Fairbank Highway Research Center in McLean, Virginia, and the contractor will be authorized to conduct limited non-governmental commercial testing (up to 500 hours per year, potentially increasing to 50 percent after one year). The government will furnish significant specialized equipment including laptops, cameras, accelerometers, and the FOIL facility's hydraulically-driven cable accelerator system capable of propelling a 15,000-pound vehicle to 60 miles per hour.
